The Mayor’s Office of Criminal Justice advises the Mayor of the City of New York on criminal justice policy and develops strategies, in partnership with agencies, community-based organizations, and other stakeholders, to reduce crime and incarceration, promote fairness, and strengthen public safety across New York City.
ABOUT THE ROLE:
The Network Security and Infrastructure Manager will support the design, maintenance, and security of MOCJ’s enterprise network infrastructure while managing cybersecurity initiatives. This position will serve as a hands-on technical manager responsible for ensuring that the agency’s network systems, cybersecurity controls, and related infrastructure are reliable, secure, compliant, and aligned with MOCJ’s operational needs and citywide cybersecurity standards.
The Network Security and Infrastructure Manager will manage day-to-day hands on network operations, support cybersecurity initiatives, coordinate incident response and vulnerability remediation, and help strengthen the agency’s overall technology environment. This role will also serve as a technical liaison to the Office of Technology and Innovation Cyber division and other citywide technology partners to ensure MOCJ meets applicable security, compliance, and reporting requirements.
Responsibilities include but are not limited to:
Network Infrastructure & Operations
- Design, configure, maintain, and troubleshoot enterprise network systems, including routers, switches, firewalls, VPNs, wireless access points, and related infrastructure.
- Manage Cisco Catalyst and Meraki network environments, including Layer 2 and Layer 3 switching, VLANs, PoE, high availability, and wireless network performance.
- Support secure wireless configurations, including RADIUS, ISE, PSK, WPA3, and wireless intrusion prevention standards.
- Monitor network availability, performance, and capacity to ensure reliable agency operations across MOCJ locations.
- Develop and maintain technical documentation, network diagrams, operating procedures, and configuration standards.
Cybersecurity, Risk & Compliance
- Develop, implement, and maintain cybersecurity controls that support threat detection, vulnerability management, incident response, and risk reduction.
- Conduct risk assessments and support compliance with applicable cybersecurity frameworks and standards, including NIST, ISO 27001, COBIT, and citywide cyber policies.
- Use security tools and technologies, including SIEM platforms, vulnerability scanners, endpoint protection, intrusion detection/prevention systems, and related monitoring tools.
- Lead or support investigations of cybersecurity incidents, coordinate remediation, and implement preventive controls to reduce recurrence.
Project Management & Technical Leadership
- Lead networking and cybersecurity projects from planning through implementation, ensuring timelines, deliverables, and technical requirements are met.
- Partner with internal business units, IT staff, vendors, and external partners to align infrastructure and security solutions with operational needs.
- Provide technical guidance to staff and stakeholders on network security, infrastructure standards, and cybersecurity best practices.
- Identify opportunities to strengthen infrastructure, improve service reliability, and modernize network and security operations.
- Support procurement, vendor coordination, and review of technical requirements for network and cybersecurity tools, services, and engagements.
Citywide Coordination & Agency Support
- Serve as a liaison to the Office of Technology and Innovation Cyber division and other citywide technology partners.
- Support agency-wide cybersecurity awareness, training, and readiness efforts.
- Assist in developing and enforcing internal policies, procedures, and standards related to network and information security.
- Communicate technical issues clearly to both technical and non-technical stakeholders, including leadership, program teams, and external partners.

Qualifications
1. Do you have a baccalaureate degree from an accredited college or university?
2. Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities?
3. Do you have a four-year high school diploma, or its educational equivalent approved by a state's Department of Education or a recognized accrediting organization along with four (4) years of experience as described in question "2" above?
4. Do you have a satisfactory combination of education and/or experience equivalent to that described in questions "1," "2," and/or "3" above?
