The National Security Technology Accelerator (NSTXL) harvests innovative technology from the commercial and non-defense marketplace, transforming government innovation while decreasing costs, compressing timelines, and improving outcomes. We offer a unique and simplified approach to rapidly developing, demonstrating, and assessing prototypes that address various operational and installation needs, from individual Warfighter technology to large-scale installation projects. NSTXL supports technology delivery to the Department of Defense by serving as a one-stop shop to match government requirements with innovative private-sector and academic solutions.


NSTXL is creating an ecosystem of innovators to collaborate and bring next-generation technologies to the end-user. Our OTAs have over 900 members from corporate, non-profit, educational, and financial institutions. For these members, NSTXL offers opportunities to bid on government contracts, education and training, and live/virtual forums on various topics.


The Vice President of Technology and Security leads the organization’s enterprise technology ecosystem, overseeing cybersecurity, AI strategy, enterprise systems, application development, infrastructure, data architecture, and systems integration for regulated government and defense environments. The VP ensures technology capabilities are secure, scalable, compliant, and resilient while supporting business growth, program execution, and the management of Controlled Unclassified Information (CUI) and other sensitive data. 

 

This role is not about maintaining legacy operations or incremental change. It is an opportunity to help take a mission-built defense firm into its next phase of growth by developing the technology capabilities, platforms, and operational backbone required to remove the barriers from government innovation and execution. As Innovas expands into new lines of business, this position will drive AI enablement & intelligent automation for scale without proportional expense, along with platform development that delivers market-ready solutions for the defense and federal ecosystem.  


This is active engagement in the work itself, building systems that modernize operations, strengthen execution, and create measurable impact in complex environments. The ideal candidate is a strategic technology executive and builder who is energized by solving complex operational challenges and with the ability to transform emerging technologies into scalable capabilities that advance the mission.  This leader builds, the capability, not just the output – they lead through others.  

 

Essential Duties and Responsibilities: 

 

Technology & Systems Leadership Technology & Systems Leadership 

  • Develop and execute an enterprise-wide technology strategy that supports organizational growth, operational efficiency, and long-term scalability. 
  • Provide executive guidance on technology investments, modernization priorities, and digital transformation initiatives. 
  • Establish enterprise standards for system architecture, resilience, performance, and service continuity. 
  • Ensure technology programs are aligned with business needs, compliance obligations, and strategic objectives.  
  • Lead technology integrations for new lines of business as they are added. Identify data security, identity consolidation and systems rationale across multiple environments. 

 

Enterprise Systems, Integrations & Program Delivery 

  • Lead enterprise system implementations, including CRM, ERP/finance, CLM, member platforms, and program management systems. 
  • Direct system design, configuration, workflow mapping, and cross-functional adoption. 
  • Oversee integration strategy using APIs, middleware, automation frameworks, and MDM principles to maintain a single source of truth. 
  • Govern change management, system sustainability, documentation, and operational performance across all major platforms. 

 

Data Strategy, Governance & Architecture 

  • Build and maintain secure and scalable data environments, including an enterprise data lake, data warehouses, and reporting ecosystems. 
  • Define and enforce data governance standards covering taxonomy, metadata, lineage, retention, and quality. 
  • Ensure data architecture supports analytics, forecasting, reporting, and emerging AI-enabled capabilities. 
  • Strengthen data visibility, consistency, and reliability across business functions 

 

Cybersecurity, Compliance & Risk Management 

  • Lead the company’s cybersecurity program, including policy development, identity and access controls, vulnerability management, and continuous monitoring. 
  • Ensure compliance with federal frameworks, including NIST 800-171, CUI handling, DFARS requirements, CMMC readiness, and FedRAMP-aligned controls. 
  • Develop systems and processes to manage Classified Data as required. 
  • Own technology and cybersecurity risk management in alignment with federal and contractual requirements. 
  • Oversee incident response, audit preparation, third-party security evaluations, and remediation planning. 
  • Serve as the primary liaison with auditors, compliance consultants, and government technology representatives. 

 

IT Operations & Infrastructure 

  • Lead all IT operations, including service delivery, helpdesk support, cloud environments, on-premise infrastructure, network administration, and device management. 
  • Implement ITIL-aligned processes for change control, ticket management, escalation, and operational workflow management. 
  • Ensure reliable uptime, strong SLAs, and frictionless employee access to technology services. 
  • Maintain business continuity, disaster recovery readiness, and long-term infrastructure modernization plans.  

 

Vendor, Contract & Platform Stewardship 

  • Manage relationships with technology vendors, SaaS providers, MSPs, and system integrators. 
  • Oversee contract evaluation, renewal strategy, licensing optimization, and cost management. 
  • Establish a framework for build-versus-buy decisions and long-term platform lifecycle management. 
  • Ensure vendor solutions meet performance, compliance, and security requirements. 

 

Team Leadership & Organizational Development 

  • Assess talent and identify gaps, Build, mentor, and lead high-performing teams across IT operations, security, data architecture, systems administration, and enterprise applications. 
  • Promote a culture of accountability, transparency, documentation, and continuous improvement. 
  • Strengthen cross-functional engagement and drive organization-wide adoption of technology and security practices. 
  • Provide coaching, development, and clear expectations to ensure operational excellence and professional growth. 

 

Qualifications: 

Must be a U.S. citizen with an ability to obtain security clearance. 

 

Education Requirements  

Bachelor’s degree in Information Technology, Computer Science, Information Systems, or related field.  

 

Experience and Skills  

  • 15+ years of progressive leadership across IT, cybersecurity, data architecture, or enterprise systems in regulated or high-security environments.  
  • Proven experience operating within government, DoD, defense-industrial base, or other compliance-driven sectors.  
  • Demonstrated leadership in building and managing enterprise data platforms, including data lakes, warehouses, MDM, and data governance programs.  
  • Hands-on experience with large-scale system modernization, complex system integrations, and multi-platform digital transformation initiatives.  
  • Proven success delivering full-lifecycle enterprise software implementations from inception through launch across multi-department, cross-functional environments.  
  • Strong program management capabilities with extensive experience in vendor management, contract negotiation, and technology evaluation.  
  • Demonstrated judgment in knowing when to insource vs outsource technology functions, including structured transition planning and thorough capability assessment before assuming vendor-managed responsibilities. 
  • Deep understanding of federal cybersecurity and compliance frameworks, including NIST 800-171, CMMC, DFARS, FedRAMP-aligned controls, and safeguarding requirements for Controlled Unclassified Information (CUI).  
  • Demonstrated ability to design, map, and integrate cross-functional workflows that improve scalability, efficiency, and data consistency.  
  • Experience managing and developing technical teams across IT operations, security, data, and systems administration.  
  • Proficiency with cloud-based enterprise technologies, IT infrastructure, and modern integration tools.  
  • Excellent communication, stakeholder engagement, and executive-level collaboration skills.  

  

Preferred Experience  

  • Experience supporting CLM systems, CRM ecosystems (such as Salesforce), ERP/finance platforms, membership or subscription platforms, and low-code/no-code tools.  
  • Background working with DoD agencies, federal program offices, GovTech organizations, or entities operating under Other Transaction Authority (OTA) environments.  
  • Familiarity with professional services or consulting environments serving U.S. Government clients.  
  • Experience with data integration platforms, automation frameworks, and enterprise reporting tools.  
  • Advanced certifications such as PMP, ITIL, CISSP, CISM, or equivalent.
